UPDATE 1-China still has at least 20 mln jobless migrantsPublished: 06 Mar 2009 01:44:11 PST

BEIJING, March 6 - China still has at least 20million unemployed migrant workers who lost their jobs because ofthe impact of the global economic crisis, a senior official saidon Friday.

But Chen Xiwen, director of the Office of the Central RuralWork Leading Group, said China had not witnessed a new wave ofmigrants returning jobless to the countryside since factoriesstarted reopening a month ago after the week-long Lunar New Yearholiday.

"According to surveys and statistics by differentdepartments, the finding is similar to what I've said before --20 million, or slightly more," Chen told a news conference on thesidelines of the annual meeting of parliament.

It was Chen on Feb. 2 who made public the estimate of 20million, or about 15 percent of China's 130 million migrants whohave left the land temporarily in search of work in cities.

For the ruling Communist Party, which has yoked its authorityto decades of rapid growth, these rural jobless -- about equal toAustralia's population of 21 million -- are a worry, especiallyif migrant workers find their farmland has been taken fordevelopment.

But Chen, who advises national leaders, said evidencegathered by the authorities suggested that the job market hadstabilised.

"At present, according to the situation on the ground, withfactories reopening after the Spring Festival, employment isrecovering and there is no new phenomenon of migrant workersreturning home," Chen added, refering to the Lunar New Yearbreak.

Huang Huahua, governor of the southern province of Guangdong, also painted a cautiously optimistic picture.

Guangdong is home to the largest concentration of migrantworkers in China -- 20 million in all, including 19 million fromother provinces.

Huang told a separate news conference that 12.5 million ofthese workers had returned to their families for the holidays.

By Feb. 24, a total of 9.46 million workers had come back tothe province and more than 7.8 million of them had found workright away, Huang said.

Since then, a further 122,000 had found a job, while 466,000were without permanent work, he added. The unemployed comprisedworkers who had lost their jobs before the holidays as well asnew arrivals.

Huang's tally leaves slightly more than 1 million migrantworkers unaccounted for.
